In October 2026, controversy surrounding a police raid on a gay bar in Taipei sparked public scrutiny, prompting Democratic Progressive Party Taipei mayoral candidate Puma Shen to assert that the public has a right to know the legal basis and boundaries of police enforcement. Shen emphasized that Taipei's values of diversity and inclusion must not remain superficial rhetoric, but must be demonstrated across every enforcement scene and municipal policy.

The controversy began when the Wanhua Precinct of the Taipei City Police Department carried out a search at a gay venue, drawing allegations of discriminatory conduct and procedural violations. Disciplinary action was subsequently taken against officers confirmed to have engaged in verbal misconduct, while gender equality organizations called on the Taipei City Government to conduct an independent investigation, issue an apology, and provide transparency. In response, Taipei Mayor Chiang Wan-an stated that he had ordered stricter police discipline to prevent law enforcement from engaging in discriminatory behavior.

In a public statement, Shen noted that while lawful policing is respected, the specific conduct of law enforcement officers must remain open to public accountability. He observed that precinct authorities initially denied misconduct until body-camera footage emerged, noting that the controversy had drawn international media attention alongside backlash from human rights groups. Shen added that for communities that have historically faced stigma and discrimination, improper official behavior can reignite feelings of marginalization, necessitating rigorous protection of personal dignity. Shen concluded that Taipei's celebrated commitment to diversity should not be visible solely during the annual Pride parade. He called for structural improvements to ensure that institutional safeguards prevent discriminatory incidents from recurring, stressing that a genuinely friendly capital must guarantee that every resident feels secure, respected, and treated equally regardless of sexual orientation or gender identity.
